SPEEA Councils
The council officers are elected to serve during the two-year term of the SPEEA Council. Their duties include setting the agenda of the council meetings, and monitoring the activities of the various council committees. These are some of the hardest working members of our organization, participating on numerous committees themselves.

Campaigning for Union Office
Federal Law requires labor organizations to comply with all reasonable requests of any candidate to distribute campaign literature, at the candidate's expense, to members in good standing of the labor organization. The labor organization must refrain from discrimination in favor of or against any candidate with respect to distribution of campaign literature and the use of lists of members.

Federal Law also prohibits candidates for union office from utilizing UNION or COMPANY resources in the conduct of their election campaigns. This means it is inappropriate to campaign on company time or use employer (or union) resources such as paper, copy machines, fax machines, mail or email. Campaign literature should not be posted on UNION or COMPANY bulletin boards.

The prohibition against using employer (or union) resources to promote candidates for union office applies to ALL situations where resources are used to promote a candidate(s), regardless of whether the party using the employer (or union) resource is running for union office.

NOTE: If a candidate wishes to conduct a mailing to union members, it must be conducted (at the candidate's expense) by either SPEEA staff or a bonded mailing house. Mailing labels are never provided directly to a candidate.


4.12 Membership Mailing List -- The membership mailing list is not given to anyone. It is forwarded to a bonded mailing service. The membership mailing list does not leave SPEEA in a legible form. The bonded mailing service may be used for candidates running for SPEEA office, members running for public office, and for Executive Board approved advertisers. The Policy and Procedure Manual would include traceability to the Executive Board minutes.

A. The member can bring in the material to be addressed, rather than have SPEEA print it.

B. The following is an example of costs. See the SPEEA website for current costs

Costs as of January 2004 associated with mailing lists:
1) Staff to prepare labels - $8.40 per thousand

2) Staff to attach labels to envelopes or other postal quality material – SPEEA charges for actual labor

3) Staff to stuff envelopes - $9.00 per thousand

4) Staff to fold a mailing - $4.20 per thousand

5) Postage – SPEEA charges for actual amount

6) Printing costs - $29.48 per thousand, 1-sided; $51.89 per thousand, 2-sided

7) Provide envelopes - $19.70 per thousand

8) Send address list to bonded mailing house - $100.00

9) SPEEA mails material with member address labels attached. Does not provide to a third party to mail.
